Meet Jessica
Jessica St Clair is a lifelong resident of Central Pennsylvania. She is an educator, scientist, and community advocate running to represent Pennsylvania House District 87, which makes up the heart of central Cumberland County. She is running because she believes state government works best when leaders listen, respect facts, and focus on practical solutions that help families thrive.
Jessica lives in the Boiling Springs area and her two children attend schools in the South Middleton School District. Like many parents in the district, she understands the challenges families face—from rising costs and school funding concerns to healthcare access and protecting the quality of life that makes Cumberland County such a great place to live.
For nearly two decades, Jessica has dedicated her career to public service. She currently teaches biology at Harrisburg Area Community College, where she prepares students for careers in healthcare, science, and education. She has also taught in public school districts across Central PA, giving her firsthand insight into the needs of students, educators, and schools in both rural and suburban communities.
Before becoming an educator, Jessica worked in public health, environmental protection, and regulatory oversight, including roles with the Pennsylvania Departments of Health and Environmental Protection. In these positions, she conducted inspections, investigated citizen complaints, and helped ensure compliance with state and federal laws—experience that shaped her belief that government should be effective, transparent, and accountable to the people it serves.
Jessica holds a Master’s degree in Biology from Shippensburg University and completed graduate research in Molecular Medicine at Penn State Hershey, focusing on cancer biology and public health. She also earned her teaching certification from Millersville University and graduated cum laude from Shippensburg University with a Bachelor’s degree in Biotechnology.
Deeply rooted in her community, Jessica volunteers at the Amelia Givin Library in Mount Holly Springs and is active with St. Elizabeth Ann Seton Parish in Mechanicsburg. Her commitment to service—both professionally and personally—reflects her belief that strong communities are built through shared responsibility and mutual respect.
Jessica is running for the Pennsylvania House to bring evidence-based leadership, common-sense progress, and a collaborative spirit to Harrisburg. She is committed to strengthening public education, supporting working families, protecting public health and the environment, and finding bipartisan solutions that put people ahead of politics.

Jessica knows that families in Cumberland County worry about rising healthcare costs, access to providers—especially in mental health—and the impact of public health decisions on their daily lives.

Jessica St Clair has worked as an environmental inspector and regulator with the Pennsylvania Department of Environmental Protection, where she conducted inspections, investigated citizen complaints, and responded to environmental emergencies. Pennsylvania House District 87 encompasses part of Cumberland County consisting of the Townships of Lower Allen (Precinct 02), Monroe, Silver Spring, South Middleton (Precincts 01, 02, 06, 07, 08, and 09), and Upper Allen and the Borough of Mount Holly Springs.
